Cooperation of Ad- ministrator of Civil Aeronautics. continental United States entered into by or in behalf of the Depart- ment of the Army, the Department of the Navy or the Department of the Air Force which obligates any funds made available for obligation in the fiscal year 1949. SEC. 402. No part of any appropriation contained in this Act shall be used to pay the salary or wages of any person who engages in a strike against the Government of the United States or who is a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or who advocates, or is a member of an organization that advocates, the over- throw of the Government of the United States by force or violence: Provided,That for the purposes hereof an affidavit shall be considered prima facie evidence that the person making the affidavit has not contrary to the provisions of this section engaged in a strike against the Government of the United States, is not a member of an organiza- tion of Government employees that asserts the right to strike against the Government of the United States, or that such person does not advocate, and is not a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: Provided further, That any person who engages in a strike against the Government of the United States or who is a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence and accepts employment the salary or wages for which are paid from any appropriation contained in this Act shall be guilty of a felony and, upon conviction, shall be fined not more than $1,000 or imprisoned for not more than one year, or both: Provided further, That the above penalty clause shall be in addition to, and not in substitution for, any other provisions of existing law. SEC. 403. This Act may be cited as the "Second Deficiency Appro- priation Act, 1948." Approved June 25, 1948. [CHAPTER 672] AN ACT To authorize the Coast Guard to establish, maintain, and operate aids to navigation. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in order to aid navigation and to prevent disasters, collisions, and wrecks of vessels and aircraft, the Coast Guard is authorized to establish, main- tain, and operate- (a) aids to maritime navigation required to serve the needs of the armed forces or of the commerce of the United States; (b) aids to air navigation required to serve the needs of the armed forces of the United States as requested by the Secretary of the appropriate Department within the National Military Establishment; and (c) Loran stations (1) required to serve the needs of the armed forces of the United States; or (2) required to serve the needs of the maritime commerce of the United States; or (3) required to serve the needs of the air commerce of the United States as determined by the Administrator of Civil Aeronautics. SEC. 2. The Coast Guard in establishing, maintaining, or operating any aids to air navigation herein provided shall solicit the cooperation 1050 [62 STAT.
