S. C. 55a), and real estate appraisers, by contract or otherwise without regard to the civil service and classification laws and section 3709, Revised Statutes, at rates of pay or fees not to exceed those usual for similar services; purchase of options and other costs incident to the acquisition of land; not to exceed $30 for deposit in the Treasury for penalty mail (39 U. S . C. 321d); $400,000, to remain available until expended, $159,000 of said sum to be used for carrying out the provisions of section 1 (b) of said Act and $241,000 for carrying out the pro- visions of section 4 of said Act.
