In witness whereof, the respective plenipotentiaries have signed this convention and have hereunto affixed their seals. Done in duplicate at Washington, this twenty-eighth day of March, 1940. MUNTHE MORGENSTIERNE _ANDWHEREAS the Senate of the United States of America, by their resolution of April 30, 1948, two-thirds of the Senators present con- curring therein, did advise and consent to the ratification of the afore- said convention; AND WHEREAS the aforesaid convention was duly ratified by the President of the United States of America on June 29, 1948, in pur- suance of the aforesaid advice and consent of the Senate, and has been duly ratified on the part of the Government of Norway; AND WHEREAS the respective instruments of ratification of the afore- said convention were duly exchanged at Washington on November 9, 1948, and a protocol of exchange of instruments of ratification, in the English language, was signed on that date by the respective Pleni- potentiaries of the United States of America and Norway; AND WHEREAS it is provided in Article XIII of the aforesaid con- vention that the convention shall take effect immediately upon the exchange of instruments of ratification; Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the aforesaid convention to the end that the same and every article and clause thereof may be observed and fulfilled with good faith, on and from the ninth day of November, one thousand and nine hundred forty-eight, by the United States of America and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
