63 STAT.] 81ST CONG., 1ST SESS.-CH. 787-OCT. 29, 1949 [CHAPTER 787] AN ACT Making appropriations for the National Security Council, the National Security Resources Board, and for military functions administered by the National Military Establishment for the fiscal year ending June 30, 1950, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not other- wise appropriated, for the fiscal year ending June 30, 1950, for the National Security Council, the National Security Resources Board, and for military functions administered by the National Military Establishment, and for other purposes, namely: TITLE I NATIONAL SECurrTY cOUNCIL Salaries and expenses: For expenses necessary for the National Security Council, including personal services in the District of Colum- bia; services as authorized by section 15 of the Act of August 2 1946 (5 U. S. C. 55a), at rates not in excess of $50 per diem for individuals; printing and binding; payment of claims pursuant to section 403 of the Federal Tort Claims Act (28 U. S . C . 2672); acceptance and utilization of voluntary and uncompensated services; and expenses of attendance at meetings concerned with work related to the activity of the Council; $200,000. NATIONAL SECURITY RESOURCES BOARD Salaries and expenses: For expenses necessary for the National Security Resources Board, including personal services in the District of Columbia; services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a), at rates for individuals not in excess of $50 per diem; expenses of attendance at meetings of organizations con- cerned with the work of the National Security Resources Board; printing and binding; travel expenses; the services of domestic and foreign organizations by contract without regard to section 3709, Revised Statutes, as amended; purchase (not to exceed two for replace- ment only) and hire of passenger motor vehicles; payment of claims pursuant to section 403 of the Federal Tort Claims Act (28 U. S . C. 2672); a health service program as authorized by law (5 U. S. C. 150); and not to exceed $5,000 for emergency and extraordinary expenses, to be expended under the direction of the Chairman for such purposes as he deems proper, and his determination thereon shall be final and conclusive; $3,500,000. TITLE II-NATIONAL MILITARY ESTABLISHMENT OFFICE OF THE SECRETARY OF DEFENSE Salaries and expenses: For expenses necessary for the Office of the Secretary of Defense, the War Council, the Joint Chiefs of Staff and the Joint Staff, the Munitions Board, and the Research and Develop- ment Board, including personal services in the District of Columbia; purchase (not to exceed five, including one at not to exceed $3,000) and hire of passenger motor vehicles; not to exceed $20,000 for payment of claims pursuant to section 403 of the Federal Tort Claims Act (28 October 29, 1949 [H.
