The Secretary, if he finds it necessary for the practical and efficient operation of the Department, shall have the authority to transfer funds from any appropriation herein made available for salaries and expenses to any other such appropriation, but no appro- priation shall be either increased or decreased more than 5 per centum by such transfers: Provided,That any such transfers shall not be used for the purpose of creating new functions within the Department.
