The price to be paid for the bridge or bridges acquired hereunder shall not exceed the reasonable value thereof as determined by the commis- sion at the time of acquisition. The cost of the bridge to be constructed as provided herein, together with the approaches and approach high- ways, shall be deemed to include interest during construction of the bridge and for twelve months thereafter, and all engineering, legal, financing, architectural, traffic-surveying, condemnation, and other expenses incident to the bridge and the acquisition of the necessary property, including the cost of acquiring existing franchises and ripar- ian rights relating to the bridge. If the proceeds of the bonds shall exceed the cost as finally determined the excess shall be placed in the fund hereafter provided to pay the principal and interest of such bonds. Prior to the preparation of definitive bonds the commission may, under like restrictions, issue temporary bonds or may, under like restrictions, issue temporary bonds or interim certificates without coupons, of any denomination whatsoever, exchangeable for definitive bonds when such bonds that have been executed are available for delivery." [CHAPTER 420] JOINT RESOLUTION To provide for the coinage of a medal in recognition of the distinguished services of Vice President Alben W. Barkley. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That, in recognition of the distinguished public service and outstanding contribution to the gen- eral welfare of Alben W. Barkley, Vice President of the United States, the Secretary of the Treasury is authorized and directed to cause to be struck and presented to Vice President Alben W. Barkley a gold medal with suitable emblems, devices, and inscriptions to be deter- mined by the Secretary. There is authorized to be appropriated the sum of $2,500 to carry out the purposes of this section. SEC. 2 . The Secretary of the Treasury is authorized and directed to cause duplicates in bronze of such medal to be struck and sold, under such regulations as he may prescribe, at a price sufficient to cover the cost thereof (including labor). The proceeds of the sale of such bronze medals shall be reimbursed to the appropriation then current for the expenditure of the Bureau of the Mint chargeable for the cost of the manufacture of medals. [Public Law 222] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 of the Migratory Bird Hunting Stamp Act of March 16, 1934 (48 Stat. 451; 16 U. S . C. 718b), as amended, is further amended by deleting "$1" as it appears therein and inserting in lieu thereof "$2": Provided, Migratory Bird Hunting Stamp Act, amendments.
