PHILIPPINE WAR DAMAGE COMMISSION Philippine War Damage Commission: For carrying out the pro- visions of title I of the Philippine Rehabilitation Act of 1946, $184,800,000, to remain available until April 30, 1951, of which not to exceed $3,502,554 shall be for necessary expenses of the Philippine War Damage Commission for the current fiscal year, including personal services in the District of Columbia; purchase of newspapers and periodicals not to exceed $200; housing of American employees by rental or lease and necessary repairs and alterations to and mainte- nance of quarters, without regard to section 322 of the Act of June 30, 1932, as amended (40 U. S . C. 278a) ; printing and binding without regard to section 11 of the Act of March 1, 1919 (44 U. S . C . 111); and services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a): Provided,That the provisions of the Act of June 29, 1936 (46 U. S . C. 1241), shall not apply to any travel or transportation of effects payable from this appropriation: Provided further, That no payment shall be made under the provisions of such title of such Act to any person who, by a civil or military court having jurisdiction, has been found guilty of collaborating with the enemy or of any act involving disloyalty to the United States or the Republic of the Philip- pines: Providedfurther, That no part of this appropriation shall be available for engaging in any phase of activity or for undertaking any phase of activity authorized by the Philippine Rehabilitation Act of 1946 which would result in obligating the Government of the United States in any sense or respect to the future payment of amounts in excess of the amounts authorized to be appropriated in such Act: Provided further, That $20,000,000 of this appropriation shall be available immediately: Provided further, That the limitation under this head in the Independent Offices Appropriation Act, 1949, on the amount available for necessary expenses, is increased from "$2,907,991" to "$2,979,991": Provided further, That the limitation imposed by section 104 of the Independent Offices Appropriation Act, 1949, on the amount available for travel expenses under this head for the fiscal year 1949, is increased from "$227,720" to "$299,720". SECURITIES AND EXCHANGE COMMISSION Salaries and expenses: For necessary expenses, personal services in the District of Columbia; health-service program as authorized by law (5 U. S . C. 150); payment of claims pursuant to section 403 of the Federal Tort Claims Act (28 U. S .
