The Secretary General, the Assistant Secretaries General and the members of the General Secretariat shall receive salaries on a basis established by the plenipotentiary conference. 5. The paramount consideration in the recruitment of the staff and in the determination of the conditions of service shall be the necessity of securing for the Union the highest standards of efficiency, competence, and integrity. Due regard must be paid to the impor- tance of recruiting the staff on as wide a geographical basis as possible. 6. (1) In the performance of their duties the Secretary General, the Assistant Secretaries General and the staff must not seek or re- ceive instructions from any government or from any other authority external to the Union. They must refrain from any action which might reflect on their position as international officials and shall be responsible solely to the Union. (2) Each Member and Associate Member undertakes to respect the exclusively international character of the responsibilities of the Secretary General, the Assistant Secretaries General and the staff and not to seek to influence them in the discharge of their responsibilities. 4rticle 10 Plenipotentiary Conferences 1. The Plenipotentiary Conference shall: a) consider the report of the Administrative Council on the activities of the Union; b) establish the basis for the budget of the Union for the next five years; c) finally approve the accounts of the Union; d) elect the Members of the Union which are to serve on the Administrative Council; e) revise the Convention if it considers this necessary; f) if necessary, enter into any formal agreement or revise any existing formal agreement between the Union and any other international body; g) deal with such other telecommunication questions as may be necessary. 2. The Plenipotentiary Conference normally shall meet once every Ti, nd plce of five years at a time and place fixed by the preceding Plenipotentiary Conference. 3. The time or place of the next Plenipotentiary Conference may be changed: a) when at least twenty Members of the Union have proposed a change to the Administrative Council; b) on the proposal of the Administrative Council 81939-52-PT . x- - -10 1427
