The duties of the International Radio Consultative Committee (C.C .I .R .) shall be to study technical radio ques- tions and operating questions the solution of which depends principally on considerations of a technical radio character, and to make recommendations on them. 1059 § 2. The questions to be studied by the C.C .I.R. and on which it shall issue recommendations are those which are sub- mitted to it by the Plenipotentiary Conference, by the Radio Administrative Conference, by the Administrative Council of the Union, by another International Consultative Commit- tee of the Union, or by the International Frequency Registra- tion Board, as well as those adopted for study by the Plenary Assembly of the C.C.I.R ., or those which are presented by at least twelve members of the Union in the interval between meetings of the Plenary Assembly. 1060 § 3. (1) The C.C .I .R . shall have, as members: 1061 a) administrations of countries, members of the Union; and 1062 b) such recognised private operating agencies as have expressed a desire to have their experts participate in the work of the C.C.I .R. 1063 (2) International organizations which are coordinating their work with the International Telecommunications Union 1961
