I have the honour to refer to the Agreement concluded on Septem- ber 30th, 1948, between the Government of the United States of America and His Majesty's Government in the United Kingdom on the subject of ferrous scrap exports, and also to discussions which have recently taken place relating to the price of such scrap exported from Germany under present circumstances. As a result of these discussions, it has been agreed that it shall be open to the United States and United Kingdom Military Governors to suspend from time to time the provisions relating to the price of scrap set forth in paragraph (11) of Article II of the Agreement of September 30th, 1948, if such suspension is agreed by them to be necessary in the interests of accomplishing the purposes of the Agreement. Upon the receipt of a note from you indicating your Government's confirmation of this change, my Government will consider that this note and your reply will constitute an Agreement between our two Governments, effective from the date of your reply.
