of property, the payment of salary or wages may be made to such persons from applicable appropriations for services rendered in such emergency without execution of the affidavit contemplated by this section. No part of any appropriation contained in this Act or of the funds available for expenditure by any corporation or agency included in this Act shall be used for publicity or propaganda purposes to support or defeat legislation pending before the Congress. SEC. 409. No part of any appropriation or authorization contained in this Act shall be used to pay the compensation of any incumbent appointed to any civil office or position which may become vacant during the fiscal year beginning on July 1, 1951: Provided, That this inhibition shall not apply— (a) to not to exceed 25 per centum of all vacancies; (b) to positions filled from within the department; (c) to offices or positions required by law to be filled by appointment of the President by and with the advice and consent of the Senate; (d) to seasonal and casual workers; (e) to meat inspectors; (f) to field employees of the Soil Conservation Service and Production and Marketing Administration who provide conservation assistance to farmers and ranchers; (g) to field operating and research employees engaged in work of county offices and other field locations; (h) to employees of the crop and livestock reporting service: Provided further, That with the exception of the agencies and functions listed in (a) to (h) above, not more than 90 per centum of the amounts shown in the budget estimates for personal services shall be available for such purpose: Provided further, That when the total number of personnel subject to this section has been reduced to 90 per centum of the total provided for in the budget estimates for 1952, this section may cease to apply: Provided further, That in addition to the funds otherwise allowed under this section, the following agencies shall be allowed additional sums for personnel as follows: Commodity Exchange Authority, $58,928; Extension Service, salaries and expenses, $31,327; Office of the Secretary, $32,832; Office of Foreign Agricultural Relations, $26,946. SEC. 410. No part of any appropriation or authorization contained in this Act shall be used to pay the compensation of any employee engaged in personnel work in excess of the number that would be provided by a ratio of one such employee to one hundred and fifteen, or a part thereof, full-time, part-time, and intermittent employees of the Department and its instrumentalities, cooperators and collaborators receiving personnel services from the Department: Provided, That for purposes of this section employees shall be considered as engaged in personnel work if they spend half-time or more in personnel administration consisting of direction and administration of the personnel program; employment, placement, and separation; job evaluation and classification; employee relations and services; training; committees of expert examiners and boards of civil service examiners; wage administration; and processing, recording, and reporting: Provided further, That nothing contained in this section shall be construed as permitting any increase whatever in personnel officers over and above the number otherwise provided for in this Act. SEC. 411. Except for the car officially assigned to the Secretary of Agriculture, no part of any appropriation contained in this Act shall be used to pay the compensation of any civilian employee of the Government whose principal duties consist of acting as chauffeur of any Government-owned passenger motor vehicle (other than a bus or
