VETERANS' ADMINISTRATION NATIONAL SERVICE LIFE INSURANCE

For an additional amount for "National service life insurance", $116,775,000, to remain available until expended. DEPARTMENT OF COMMERCE MARITIME ACTIVITIES SHIP CONSTRUCTION

For an additional amount for "Ship construction", for the payment of obligations incurred on or after July 1, 1946, for ship construction, reconditioning, and betterments, $60,000,000, to remain available until expended: Provided, That appropriations and contract authorizations made available for the fiscal year 1951, under the head "Ship construction", in the Second Supplemental Appropriation Act, 1951, shall remain available during the fiscal year 1952: Provided further, That this appropriation shall be available for the purchase of vessels as authorized by law (46 U.S.C. 1242). WAR-RISK INSURANCE REVOLVING FUND

For the war-risk insurance revolving fund, authorized by title X II of the Merchant Marine Act, 1936, as amended (Public Law 763, 46 u^s "'•» 1281- approved September 7, 1950), the Secretary of Commerce is authorized 1284. • ' • to transfer to said fund, at such times as it may become necessary in order to place into effect the insurance coverage authorized by said title, and in such amounts as he may determine, not to exceed a total of $10,000,000 from the "Vessel operations revolving fund". SALARIES AND EXPENSES

Not exceeding $1,750,000 of the unobligated balance of the appropriation "Salaries and expenses" in the Independent Offices Appro64 Stat. 716. priation Act, 1951, is hereby reappropriated to the appropriation "Salaries and expenses" in the Independent Offices Appropriation Act, A7K«, p. 285. 1952, and the limitation under the latter appropriation on administrative expenses shall be increased by $750,000, and the limitation under the latter appropriation on reserve fleet expenses shall be increased by penses."""® ^^* ®- $1,000,000: Provided, That the amount herein reappropriated for ^ reserve fleet expenses shall be available during the fiscal year 1952 for bottom preservation, supplies and materials, and contracts for their installation, and shall be in addition to funds appropriated therefor for the fiscal year 1952. SEC. 701. Section 404 of the Independent Offices Appropriation Act, 1952 (Public Law 137, August 31, 1951), is hereby amended by inserting the words "principal or primary" between the word "whose" and the word "duties" in the first sentence thereof. SEC. 702.
