For expenses necessarv for exploration and prospecting in Naval Petroleum Reserve Numbered 4, $6,100,000, to be derived by transfer from the appropriation "Contingencies", Office of the Secretary of Defense, fiscal year 1952: Provided, That the unexpended balances of appropriations heretofore made available under this head shall be merged with this appropriation and shall remain available until June 30, 1953.
