in the Treasury not otherwise appropriated, to Leo E. Verhaeghe, of Bay City, Michigan, the sum of $455.91. Such sum represents the amount of judgment and costs for which Leo E. Verhaeghe was held liable to Thomas R. Wiltse and the General Exchange Insurance Corporation on November 29, 1954, in a civil action in the United States District Court, Eastern District of Michigan, Northern Division. This civil action was the result of an accident which occurred on United States Highway Numbered 23 in Bay City, Michigan, on August 16, 1952, and which involved a United States mail truck driven by Leo E. Verhaeghe, a motor-vehicle employee in the United States Post Office, Bay City, Michigan. Such sum shall be paid only on the condition that Leo E. Verhaeghe shall use such sum, or so much thereof as is necessary, to pay such judgment and costs in full: Provided, That no part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved January 25, 1956.

CHAPTER 2 0

AN ACT Authorizing the Secretary of the Interior to issue a patent in fee to Nellie Ohlerking Archambeau Moran.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior is authorized and directed to issue to Nellie Ohlerking Archambeau Moran a patent in fee to the following described lands allotted to her on the Fort Belknap Indian Eeservation, Montana: Northeast quarter northwest quarter section 20, township 26 north, range 26 east; west half southeast quarter northeast quarter, southwest quarter northeast quarter, south half north half northeast quarter, south half north half north half northeast quarter, east half southeast quarter northeast quarter section 14, township 26 north, range 25 east, principal meridian, Montana, containing 180 acres. SEC. 2, Said patent in fee when issued shall contain a reservation to the Fort Belknap Indian Community, in accordance with the provisions of the Act of March 3, 1921 (41 Stat. 1355), of all minerals, including coal, oil, and gas. SEC. 3. Pursuant to the provisions of the Act of March 3, 1921 (41 Stat. 1355, 1357), and the Act of March 7, 1928 (45 Stat. 200-210), as supplemented by the Act of July 1, 1932 (47 Stat. 564, 565), said patent in fee when issued shall contain a provision that any of the above-described lands which may be situated within a Federal irrigation project are subject to a lien, prior and superior to all other liens for the amount of costs and charges due to the United States for and on account of construction, operation, and maintenance of the irrigation system or acquisition of water rights by which said lands have been or are to be reclaimed.
