Be it enacted by the /Senate and House of Representatives of the anl^'a^^ot&s?^'" United States of America in Congress assembled, That the Secretary of the Treasury is hereby authorized and directed to pay, out of any moneys in the Treasury not otherwise appropriated, to the following disbursing officers and former disbursing officers of the armed services the amounts listed opposite their names, which amounts represent moneys paid from their personal funds to liquidate deficiencies incurred in their accounts in good faith and without fraud or collusion on their part: Lieutenant Thomas W.
