The public lands herebj' excluded from the monument shall not be subject to application, location, settlement, entry, or other forms of appropriation under the public-land laws until further order of an authorized officer of the Department of the Interior. 2. Subject to valid existing rights, the following-described lands in the State of Colorado are hereby reserved as and made a part of the Great Sand Dunes National Monument, and so much thereof as is now within the Rio Grande National Forest is hereby excluded therefrom and the boundaries of the said National Forest are modified accordingly: SIXTH PRINCIPAL

Warning is hereby expressly given to all unauthorized persons not to appropriate, injure, destroy, or remove any feature of this monument and not to locate or settle upon any of the lands thereof. WHEREAS section 4731(g) of the Internal Revenue Code of \^^^ provides in part as follows: " O P I A T E. — The word 'opiate', as used in this part shall mean any drug (as defined in the Federal Food, Drug, and Cosmetic Act; 52 Stat. 1041, section 201 (g); 21 U.S.C. 321) found by the Secretary or his delegate, after due notice and opportunity for public hearing, to have a n addiction-forming or addiction-sustaining liability similar to morphine or cocaine, and proch imed by the President to have been so found by the Secretary or his delegate.* * * ";

AND WHEREAS the Secretary of the Treasury, after due notice and opportunity for public hearing, has found that each of the following-named drugs has an addiction-forming or addictionsustaining liability similar to morphine, and that in the public interest this finding should be effective immediately: (1) 4,4-diphenyl-6-piperidino-3-heptanone. (piperidyl methadone). (2) Isopropyl l-methyl-4-phenylpiperidine-4-carboxylate. (.3) 3-diethylamino-l,l-di(2-thienyl)-l-butene. (diethylthiambutene). (4) 1,3 - dimethyl - 4 - phenyl - 4 - propionoxyhexamethyleneimine. (5) Ethyl 2,2-diphenyl-4-morpholinobutyrate. (6) Ethyl 1 - [2 - (p - aminophenyl) - ethyl] - 4 - phenylpiperidine4-carboxylate.
