date of the enactment of this Act, transmit to the Congress a report setting forth— (1) each claim settled and paid by the Secretary of the Air Force or the Secretary of the Navy, as the case may be, with a brief statement concerning the character and equity of each such claim, the amount claimed, and the amount approved and paid; and (2) each claim submitted which has not been settled, with supporting papers and a statement of findings of facts and recommendations with respect to each such claim. SEC. 3. No part of the amounts awarded under this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with these claims, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved August 1, 1966.

CHAPTER 864

AN ACT To amend the Act entitled "An Act relating to the compensation of commissioners for the Territory of Alaska", approved March 15, 1948 (62 Stat. 80) as amended by the Act of July 12, 1952 (66 Stat. 592, 48 U.S.C. 116a). Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act entitled "An Act relating to the compensation of commissioners for the Territory of Alaska", approved March 15, 1948 (62 Stat. 80), as amended by the Act approved July 12, 1952 (66 Stat. 592, 48 U, S. C. 116a) is hereby amended to read as follows: "That, notwithstanding the provisions relating to fees earned by commissioners for the Territory of Alaska of section 11 of the Act of June 6, 1900, entitled 'An Act making further provision for a civil government for Alaska, and for other purposes', as amended (U.S.C. 1952 edition, title 48, sec. 116), each such commissioner shall pay to the clerk of the proper division of the court only so much of the aggregate net fees earned during the calendar year by such commissioner as exceeds the sum of $12,500". CHAPTER 865

JOINT RESOLUTION To provide for an investigation of the need for a geophysical institute in the Territory of Hawaii. Whereas the period from July 1957 through December 1958 has been designated the International Geophysical Year; and Whereas the Territory of Hawaii, because of its location far out in the Pacific Basin, the prevalence of volcanic phenomena in the Hawaiian Islands, and for other reasons appears to be peculiarly suited for geophysical studies; and "Whereas it appears that there could profitably be conducted in the Territory of Hawaii research and investigations in all of the principal branches of geophysics, namely geodesy, seismology, meteor-
