For necessary exjienses for the United States Scientific Satellite, $34,200,000, to be derived by transfer from such annual appropriations available to the Department of Defense as may be determined by the Secretary of Defense, to remain available until expended: Provided, That within thirty days after the end of each quarter the Secretary of Defense shall render to the Committees on Appropriations of the Senate and the House of Representatives a full report of the transfers made pursuant to this authority.
