Average Monthly Wage 42 USC 415.

((J)(1) Paragraph (1) of section 215(e) of such Act is amended to read as follows: "(1) in computing an individual's average monthly wage there shall not be counted the excess over $3,600 in the case of any calendar year after 1950 and before 1955, the excess over $4,200 in the case of any calendar year after 1954 and before 1959, and the excess over $4,800 in the case of any calendar year after 1958, of (A) the wages paid to him in such year, plus (B) the selfemployment income credited to such year (as determined under section 212);". (2) Section 215(e) of such Act is further amended by striking out "(d)(4)" each place it appears and inserting in lieu thereof TITLE II—AMENDMENTS RELATING TO DISABILITY FREEZE AND DISABILITY INSURANCE BENEFITS APPLICATION FOR DISABILITY DETERMINATION

SEC. 201. Section 216(i)(2) of the Social Security Act is amended— (1) by striking out "while under a disability," in the second sentence and inserting in lieu thereof "while under such disability,"; and (2) by striking out "one-year" in clause (ii) of subparagraph (A) and inserting in lieu thereof "eighteen-month". RETROACTIVE PAYMENT OF DISABILITY INSURANCE BENEFITS

SEC. 202. (a) Section 223(b) of such Act is amended by adding at the end thereof the following new sentence: "An individual who would have been entitled to a disability insurance benefit for any month after June 1957 had he filed application therefor prior to the end of such month shall be entitled to such benefit for such month if he files application therefor prior to the end of the twelfth month immediately succeeding such month." (b) The first sentence of section 223(c)(3) of such Act (defining the term "waiting period" for purposes of applications for disability insurance benefits) is amended to read as follows: "(3) The term 'waitingj period' means, in the case of any application for disability insurance benefits, the earliest period 01 six consecutive calendar months— "(A) throughout which the individual who files such application has been under a disability which continues until such application is filed, and "(B) (^i) which begins not earlier than with the first day of the eighteenth month before the month in which such application is filed if such individual is insured for disability insurance benefits in such eighteenth month, or (ii) if he is not so insured in such month, which begins not earlier than with the first day of the first month alter such eighteenth month in which he is so insured."
