"SEC. 5243. SALE OF ABANDONED SPIRITS FOR DENATURATION WITHOUT COLLECTION OF TAX. " Notwithstanding any other provision of law, any distilled s p i r i t s a b and o n e d to the United States may b e sold, i n such cases a s the Secretary o r his delegate may by r e g u l a t i o n p r o v i d e, to the p r o p r i e to r of any distilled s p i r i t s p l a n t for d e n a t u r a t i o n, o r r e d i s t i l l a t i o n and d e n a t u r a t i o n, w i t h o u t the payment of the i n t e r n a l revenue tax the r e o n. "SEC. 5244. CROSS REFERENCES. "(1) For provisions authorizing the withdrawal from the bonded premises of a distilled spirits plant of denatured distilled spirits, see section 5214(a)(1). "(2) For provisions requiring a permit to procure specially denatured distilled spirits, see section 5271.

"PART III—OPERATIONS ON BOTTLING PREMISES '•Sec. 5251. Notice of intention to rectify. "Sec. 5252. Regulation of operations. "SEC. 5251. NOTICE OF INTENTION TO RECTIFY. " The Secretary o r h i s delegate may by r e g u l a t i o n s r e q u i r e the p r o p r i e to r of any distilled s p i r i t s p l a n t a u t h o r i z e d to rectify distilled s p i r i t s or wines to give notice of h i s intent i o n to rectify o r c o m p o u n d any distilled s p i r i t s o r wines. Any notice so r e q u i r e d shall b e i n such form, shall be s u b m i t t e d a t such t i m e, and shall c o n t a i n such information as the Secretary o r h i s delegate may by r e g u l a t i o n s prescribe. "SEC. 5252. REGULATION OF OPERATIONS. "(1) For general provisions relating to operations on bottling premises, see part I of this subchapter. "(2) For provisions relating to bottling and packaging of wines on bottling premises, see section 5363.

"Subchapter D—Industrial Use of Distilled Spirits "Sec. 5271. Permits. "Sec. 5272. Bonds. "Sec. 5273. Sale, use, and recovery of denatured distilled spirits. "Sec. 5274. Applicability of other laws. "Sec. 5275. Records and reports. "SEC. 5271. PERMITS. " (a) REQUIREMENTS. — N o person s h a l l — " (1) p r o c u r e o r use distilled s p i r i t s free of tax under the provisions of section 5214(a)(2) o r (3); o r " (2) p r o c u r e, deal i n, o r u s e specially d e n a t u r e d distilled spirits; or " (3) recover specially o r completely d e n a t u r e d distilled s p i r i t s, u n t i l he has filed a n application w i t h and received a permit to do so from the Secretary o r his delegate. " (b)

FOR M OF APPLICATION AND P E R M I T. —

" (1) The application r e q u i r e d by subsection (a) shall b e i n such form, shall be s u b m i t t e d a t such times, and shall contain such information, as the Secretary o r h i s delegate shall by r e g lations prescribe. " (2) Permits under t h i s section shall, under such r e g u l a t i o n s as the Secretary o r h i s delegate shall prescribe, d e s i g n a t e and l i m i t the acts which a r e permitted, and the place w h e r e and t i m e w h e n such acts may be performed. S u c h permits shall be issued i n such for m and under such conditions as the Secretary o r h i s delegate may by r e g u l a t i o n s prescribe. "(c)
