EDUCATIONAL EXCHANGE INTERNATIONAL EDUCATIONAL EXCHANGE ACTIVITIES

For necessary expenses, not otherwise provided for, to enable the Department of State to carry out international educational exchange activities, as authorized by the United States Information and Edu62 Stat. 6. cational Exchange Act of 1948 (22 U.S.C. 1431-1479), and the Act 53 Stat. 1290. ^f A u ^ s t 9, 1939 (22 U.S.C. 501), and to administer the programs authorized by section 32(b)(2) of the Surplus Property Act of 1944, 60 Stat. 754. ^g amended (50 U.S.C. App. 1641(b)), the Act of August 24, 1949 63 Stat. 630. (gO U.S.C. 222-224), and the Act of September 29, 1950 (20 U.S.C. 64 Stat. 1081. 225), including salaries, expenses, and allowances of personnel and dependents as authorized by the Foreign Service Act of 1946, as 22 USC'80?Aote. amended (22 U.S.C. 801-1158); hire of passenger motor vehicles; entertainment within the United States (not to exceed $1,000); services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 31 USC 529.'

^^*) ' ^^^ advance of funds notwithstanding section 3648 of the Revised Statutes, as amended; $23,210,000, of which not less.than $5,500,000 shall be used to purchase foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed $1,437,500 may be used for administrative expenses during the current fiscal year. For an additional amount for necessary expenses for the survey and construction of the Rama Road, Nicaragua, in accordance with the rovisions of section 5 of the Federal-Aid Highway Act of 1952 (66 tat. 160), as supplemented by section 8 of the Federal-Aid Highway Act of 1954 (68 Stat. 74) and the Act of September 2, 1958 (72 Stat. 1709), $1,000,000, to remain available until expended: Provided, That transfer of funds may be made froiri^this appropriation to the Department of Commerce for the performance of work for which the appropriation is made.

SEC. 102. Appropriations under this title for "Salaries and expenses", "International conferences and contingencies", and "Missions to international organizations" are available for reimbursement of the General Services Administration for security guard services for protection of confidential files. Restrictions. gjj^j ^03. No part of any appropriation contained in this title shall be used to pay the salary or expenses of any person assigned to or serving in any oMce of any of the several States of the United States or any political subdivision thereof. SEC. 104.
