AN ACT To amend the Act of September 9, 1959 (73 Stat. 473), to provide that payment for the lands covered by such Act may be made on a deferred basis.
Be it enacted by the Senate and House of Representatives of the Keosauqua.iowa. United States of America in Congress assembled, That the Act of September 9, 1959 (73 Stat. 473), is amended to read as follows: "That the Secretary of Agriculture is authorized to sell and convey to the city of Keosauqua, Iowa, by quitclaim deed, at the fair market value and under such terms and conditions, including deferred payments, as determined by him, and subject to all outstanding rights, all the right, title and interest of the United States in and to that certain tract of land containing ninety-nine and fifty-seven onehundredtlis acres, more or less, located in Van Buren County, Iowa, in and adjacent to the city of Keosauqua, conveyed to the United States by the Grand Lodge of the Ancient Order of United Workmen of North Dakota by deed dated December 10, 1936, and recorded in Van Buren County in book 78 on page 303: Provided, That any deferred payments shall be made within a period of not more than twenty years, with interest beginning with the date of conveyance, at a rate to be determined by the Secretary of the Treasury by estimating the average yield to maturity, on the basis of daily closing market bid quotations or prices during the month preceding the month in which the conveyance is made, on all outstanding marketable obligations of the United States having a maturity date of ten or more years from the first day of such month." Motor v e h i c l e operators' l i censes. R e g i s t e r of revocations.
AN ACT To provide for a register in the Department of Commerce in which shall be listed the names of certain persons who have had their motor vehicle operator's licenses revoked. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of Commerce shall establish and maintain a register containing the name of each individual reported to him by a State, or political subdivision thereof, as an individual with respect to whom such State or political subdivision has revoked a motor vehicle operator's license or permit because of (1) driving while intoxicated, or (2) conviction of a violation of a highway safety code involving loss of life. Such register shall contain such other information as the Secretary may deem appropriate to carry out the purposes of this Act. SEC. 2. The Secretary shall, at the request of any State, or political subdivision thereof, furnish such information as may be contained in the register established under section 1 with respect to any individual •applicant for a motor vehicle operator's license or permit in such State or political subdivision. SEC. 3. The term "State" includes each of the several States, Puerto Rico, the District of Columbia, Guam, the Virgin Islands, and the Canal Zone. Approved July 14, 1960.
