SEC. 4. The amendments made by sections 1 and 2 of this Act shall apply to any case or proceeding pending on, or brought after, the date of enactment of this Act in the district courts or the Court of Claims. Be it enacted by the Senate and House of Representatives of the United^ States of America in Congress assembled, That the joint resolution entitled "Joint resolution authorizing an appropriation for the work of the President's Committee on National Employment of the Physically Handicapped Week", approved July 11, 1949, as amended (63 Stat. 409), is amended by striking out "$225,000" and inserting in lieu thereof "$300,000".
