WHEREAS the Somali Republic came into existence on July 1, 1960, by the union of the former Italian Trust Territory of Somaliland and the former British Somaliland; and WHEREAS the Central African Republic, the Republic of Chad, the Republic of Congo (former Middle Congo), the Republic of Dahomey, the Gabon Republic, the Republic of Ivory Coast, the Republic of Niger, and the Republic of Upper Volta, previously Autonomous Republics within the French Community, were granted independence by Prance between August 1 and August 17, 1960; and WHEREAS the Republic of Cyprus, the former British Crown Colony of Cyprus, was granted independence by the Government of the United Kingdom on August 16, 1960; and WHEREAS the Secretary of State, the Secretary of Commerce, and the Attorney General have jointly determined and reported to me the immigration quotas hereinafter set forth: NOW, THEREFORE, I, DWIGHT D. EISENHOWER, President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid Act of Congress, do hereby proclaim and make known that the annual quotas of the quota areas hereinafter designated have been determined in accordance with the law to be, and shall be, as follows: Quota area Cameroun Central African Republic Chad ^ Congo Congo, Republic of the Cyprus Dahomey Gabon Ivory Coast Malagasy Republic Niger Somali Republic Togo Upper Volta
