mutual defense agreements or occupational arrangements and such agencies may use the same for the support of the United States forces in such areas, without specific appropriation therefor: Provided, That grfs*1ionIi*°comr within thirty days after the end of each quarter the Secretary of ""st^la^'^ ^"***^ Defense shall render to the Committees on Appropriations of the Senate and the House of Representatives and to the Bureau of the Budget a full report of such property, supplies, and commodities received during such quarter. SEC. 620. During the current fiscal year, appropriations available to ^eiif ^ment*^^'*'^^ the Department of Defense for research and development may be ^ ^'"*"' used for the purposes of section 2353 of title 10, United States Code, ^^^ ^tat. i34. and for purposes related to research and development for which expenditures are specifically authorized in other appropriations of the service concerned. SEC. 621. No part of any appropriation contained in this Act shall be pro/uc't"7'restricavailable for the procurement of any article of food, clothing, cotton, tion. spun silk yarn for cartridge cloth, or wool (whether in the form of fiber or y a m or contained in fabrics, materials, or manufactured articles) not grown, reprocessed, reused, or produced in the United States or its possessions, except to the extent that the Secretary of the Department concerned shall determine that a satisfactory quality and sufficient quantity of any articles of food or clothing or any form of cotton, spun silk yarn for cartridge cloth, or wool grown, reprocessed, reused, or produced in the United States or its possessions cannot be procured as and when needed at United States market prices and except procurements outside the United States in support of combat operations, procurements by vessels in foreign waters and emergency procurements or procurements of perishable foods by establishments located outside the United States for the personnel attached thereto: Provided, That nothing herein shall preclude the procurement of foods manufactured or processed in the United States or its possessions: Provided further, That no funds herein appropriated shall be used for the payment of a price differential on contracts hereafter made for the purpose of relieving economic dislocations: Provided further, That none of the funds appropriated in this Act shall be used except that, so far as practicable^ all contracts shall be awarded on a formally advertised competitive bid basis to the lowest responsible bidder. SEC. 624. None of the funds appropriated in this Act shall be used drfe^^etc.^' ^^""' for the construction, replacement, or reactivation of any bakery, laundry, or dry-cleaning facility in the United States, its Territories or possessions, as to which the Secretary of Defense does not certify in writing, giving his reasons therefor, that the services to be furnished by such lacilities are not obtainable from commercial sources at reasonable rates. SEC. 625. During the current fiscal year, appropriations of the ^' "'°"Department of Defense shall be available for reimbursement to the
