SEC. 107. Section 302 of the Foreign Assistance Act of 1961, as amended, which relates to international organizations and programs, is amended by striking out "1962" and "$153,500,000" and substituting "1963" and "$148,900,000", respectively.

SEC. 109. Section 451 of the Foreign Assistance Act of 1961, as amended, which relates to the contingency fund, is amended as follows: 22 USC 2261. SEC. 110. Section 461 of the Foreign Assistance Act of 1961, as amended, which relates to assistance to countries having agrarian economies, is amended by adding at the end thereof the following: " I n such country emphasis shall be placed also upon programs of community development which will promote stable and responsible governmental institutions at the local level."

SEC. 201.
