one year from (a) the date upon which the parcel of land or interest in land is to be vacated under agreement with the Government by the owner or tenant or pursuant to law, including but not limited to, an order of a court, or (b) the date upon which the parcel of land or interest in the land involved is vacated, whichever first occurs. The Administrator may perform any and all acts and make such rules and regulations as he deems necessar}' and proper for the purpose of carrying out this paragraph. All functions performed under this paragraph shall be exempt from the operation of the Act of June 11, 1946, as amended (5 U.S.C. 1001-1011), except as to the requirements of section 3 of said Act. Funds available to the Administration for the acquisition of real property or interests therein shall also be available for carrying out this paragraph". SEC. 7. Section 201(f) of the National Aeronautics and Space Act of 1958 is amended by adding at the end thereof the following new sentence: "Other provisions of law or regulations relating to Government employment (except those relating to pay and retirement) shall apply to council employees reporting directly to the chairman to the extent that such provisions are applicable to employees in the office of the Vice President." SEC. 8. This Act may be cited as the "National Aeronautics and Space Administration Authorization Act for the fiscal year 1963". Approved August 14, 1962.

Public Law 87-585 AN ACT To authorize the Administrator of General Services, in connection with the construction and maintenance of a Federal office building, to use the public space under and over Tenth Street Southwest in the District of Columbia, and for other purposes.

Such authority shall be exercised only to the extent that such use is not inconsistent with the use of said street by the general public for the purpose of travel. Approved August 14, 1962.
