The term " r a g s ", as used In t h i s subpart, covers new f a b r i c c l i p p i n g s, and f a b r i c s, w e a r i n g a p p a r e l, furnish i n g s, and other textile articles which a r e worn o u t, s o i l e d, to r n, or other w i s e damaged, a l l the for e g o i n g, whether or not c a r b o n i z e d, f i t only — (i) for the r e c o v e r y of the i r c o n s t i t u e n t f i b e r s or m a t e r i a l s, ( II) for use In paper making, ( i l l) for manufacture i n to p o l i s h i n g wheels and s i m i l a r articles, ( l y) for use as w i p i n g rags of any s i z e, or ( v l fof s i m i l a r uses. 2, Any shipment of r a g s which has not exceeding 5 percent by weight of yarn wastes comnlngled the r e w i t h s h a l l be t r e a t e d as I f I t were e n t i r e l y r a g s (see Item 3 0 7. 4 0 In part IC of schedule 3).
