Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Administrator of General Services is hereby authorized to dispose of, by negotiation or otherwise, approximately seventy-five thousand short tons of zinc now held in the national stockpile. Such disposition may be made without regard to the provisions of section 3 of the Strategic and Critical Materials Stock Piling Act, relating to dispositions on the basis of a revised determination pursuant to section 2 of said Act, to the effect that no such disposition shall be made until six months after publication in the Federal Register and transmission to the Congress and to the Armed Services Committees thereof of a notice of the proposed disposition, but in such disposition the Administrator of General Services shall comply with the other provisions of such section 3, particularly those which require that the plan and date of disposition shall be fixed with due regard to the protection of producers, processors, and consumers against avoidable disruption of their usual markets. Be it emiLGted by the Senate and House of Representatives of the United States of America in Congress assembled. That the Secretary Te^!'^^' Bayou, of the Army is hereby authorized to cause a survey of the Cedar Flood control Bayou, Texas, to be made under the direction of the Chief of Engineers survey. in the interest of flood control, navigation, major drainage, and I'elated water uses coordinated with related land resources. SEC. 2. There are hereby authorized to be appropriated such sums authorlTa't^nr" as may be necessary to carry out the provisions of this Act. Approved July 14, 1964.
