SEC. 2. Section 16 of the Small Business Act is amended by adding thereto the following new subsection: " (c) Whoever, with intent to defraud, knowingly conceals, removes, disposes of, or converts to his own use or to that of another, any property mortgaged or pledged to, or held by, the Administration, shall be fined not more than $5,000 or imprisoned not more than five years, or both; but if the value of such property does not exceed $100, he shall be fined not more than $1,000 or imprisoned not more than one year, or both." AN ACT To amend subsection 506(d) of the Federal Property and Administrative.Services Act of 1JM9, as amended, regarding certificati<m of facts based upon transferred records.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subsection 506(d) of the Federal Property and Administrative Services Act of 1949 (44 U.S.C. 396) be amended by striking out the period at the end of said subsection and substituting a comma in lieu thereof, and adding, "and may authorize the Administrator to certify to facts and to make administrative determinations on the basis of records transferred to the Administrator, notwithstanding any other provisions of law." AN ACT To authorize the transportation of privately owned motor vehicles of Government employees assigned to duty in Alaska, and for other purposes.

Be it enacted by the Seviate and House of Representatives of the United States of America in Congress assembled, That section 1(f) of the Administrative Expenses Act of 1946 (5 U.S.C. 73l>-l(f)) is amended by adding at the end thereof a new sentence as follows: "For the purposes of this subsection and subsection (e), Alaska shall be considered to be outside the continental limits of the United States." Be it efuicted by the Semite and House of Representatives of the United Staten of America in Congress assembled, That (a) section 1(c) of the Civil Service Retirement Act, as amended (5 U.S.C. 2251 (c)), is amended by inserting "the Architect of the Capitol and the employees of the Architect of the Capitol, immediately following "official duties,".
