a written request that it be furnished any document, paper, communication, audit, review, finding, recommendation, report, or other material in the custody or control of the Inspector General, Foreign Assistance, relating to any review, inspection, or audit arranged for, directed, or conducted by him, unless and until there has been furnished to the General Accounting Office or to such committee or subcommittee, as the case may be, (A) the document, paper, commimication, audit, review, finding, recommendation, report, or other material so requested or (B) a certification by the President, personally, that he has forbidden the furnishing thereof pursuant to such request and his reason for so doing. This Act may be cited as the "Foreign Assistance and Related Agencies Appropriation Act, 1966." Approved October 20, 1965.

Resolved by the Senate and House of Representatives of the Utilted "John F. States of America in Congress assembled, That it is the sense of the Kennedy-Years Congress that the people of the United States should not be denied of Lightning, Day an opportunity to view the film prepared by the United States Infor- of D r u m s. " mation Agency entitled "Years of Lightning, Day of Drums", depicting events in the administration of the late President John F. Kennedy. I t is further the sense of Congress that the expression of congressional intent embodied in this joint resolution is to be limited solely to the film referred to herein, and that nothing contained in this joint resolution should be construed to establish a precedent for making other materials prepared by the Ignited States Information Agency available for general distribution in the United States. Transfer SEC. 2. Accordingly, the United States Infonnation Agency is distributionand authorized to make appropriate arrangements to transfer to the of film. trustees of the John F. Kennedy Center for the Performing Arts six master copies of such film and the exclusive rights to distribute copies thereof, through educational and commercial media,, foi' viewing within the United States. The net proceeds resulting from any such distribution shall be covered into the Treasury for the benefit of the John F. Kennedy Center for the Performing Arts and shall be available, in addition to appropriations authorized in the John F.
