September 2 I, 1965

To amend section 100() of title 37, United States Code, tt) authorize the Secretary concerned, under certain conditions, to make payment of pay and allowances to members of an armed force under his jurisdiction before the end of the pay l>eriod for which such payment is due.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 1006 ^"^^^ a°cia^^' of title 37, United States Code, is amended by adding the following authorization. ' new subsection after subsection (f): 76 Stat. 490. " (g) Notwithstanding section 529 of title 31, the Secretary concerned may, wheji the last day of the pay period falls on a Saturday, Sunday, or legal holiday, authorize the payment of pay and allowances to members of an armed force under his jurisdiction on the preceding workday but not more than three days before the last day of that pay period. If a member dies after he has received an advance payment under this subsection, but before the last day of the pay period for which the payment is made, no pait of the amount so advanced is recoverable by the United States." Be it enacted by the Senate and House of Representatives of the United States of America in Congress a-ssembled, That section 27, Mer- E ^ ty^ckrgo m chant Marine Act of 1920, as amended (46 U.S.C. 883), is further vans.^transporta. amended by striking out the period at the end thereof and inserting ^'•°^^ 442. 49 Stat. in lieu a colon and the following proviso: ^Provided further, That upon such terms and conditions as the Secretary of the Treasury by regulation may prescribe, and, if the transporting vessel is of foreign registry, upon a finding by the Secretary of the Treasury, pursuant to infonnation obtained and furnished by the Secretary of State, that the government of the nation of registry extends reciprocal privileges to vessels of the United States, this section shall not apply tx) the transportation of empty cargo vans, empty lift vans, and empty shipping tanks by vessels of the United States not qualified to engage m the coastwise trade, or by vessels of foreign registry, so long as such vans or tanks are owned or leased by the owner or operator of the transporting vessels and are being transported for use m the carriage of cargo in foreign trade."
