ACT
j-,^j, ^jig relief of Herman Adams, doing business as the Adams Manufacturing Company.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Herman Adams, of Charleston, Arkansas, doing business as Adams Manufacturing Company, the amount fixed by the United States Court of Claims (in its decision of April 15, 1966, in congressional reference case numbered 5-59) as the amount which that company is equitably entitled to recover in full settlement of all its claims against the United States for the losses it sustained in the performance of its contract with the United States (contract numbered DA-11-009-QM-23755, awarded on December 30, 1953) for the production of wood tent pins. The amount referred to in the preceding sentence is $42,952.04 less the amount due the United States on its counterclaims for unpaid excise taxes (including interest thereon) imposed under the Federal Unemployment Tax Act. SEC. 2. No part of the amount appropriated in the first section of this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any a^ent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved November 5, 1966.

Norman J. Pitman.
AN ACT For the relief of Norman J. Pitman.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Norman J. Pitman of Forsyth, Georgia, is hereby relieved of all liability for repayment to the United States of the sum of $427.91, representing overpayments of salary which he received as an employee of the Department of the Air Force at Warner Robins Air Force Base, Georgia, for the period from June 17, 1962, through June 30, 1963, such overpayments having been made as a result of administrative error when he was erroneously given a step increase, effective June 17, 1962. I n the audit and settlement of the accounts of any certifying or disbursing officer of the United States, full credit shall be given for the amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Norman J. Pitman, the sum of any amounts received or withheld from him on account of the overpayments referred to in the first section of this Act. Approved November 5, 1966.
