P^or an additional amount for "Salaries and expenses", as follows: "Research", $2,595,000, and "Plant and animal disease and pest control", $2,077,000, and in addition not to exceed $25,000 of the amount made available under the appropriation head "Payments to States and Puerto Rico" of Public Law 89-556 may be transferred to and merged ^^ith this appropriation for the administration of Public Law 89-544, approved August 24, 1966. ,•,
