(b) Section 3543(a) of title 39, United States Code, is amended to read as follows: " (a) There are established basic compensation schedules which shall be known as the Rural Carrier Schedules and for which the symbol shall be 'RCS'. Compensation shall be paid to rural carriers in accordance with such schedules.
