(c) The amendments made by this section do not apply to an appointment, employment, advancement, or promotion made or advocated by a public official of any individual who is a relative of the public official if, prior to the effective date of this section, the individual was appointed by the public official, or received an appointment advocated by the public official, and is serving under the appointment on such effective date. SEC. 222. (a) Section 5542(b)(2)(B) of title 5, United States Code, '° ^'^'- ^8^is amended to read as follows: " (B) the travel (i) involves the performance of work while traveling, (ii) is incident to travel that involves the performance of work while traveling, (iii) is carried out under arduous conditions, or (iv) results from an event which could not be scheduled or controlled administratively.". (b) Section 3571 of title 39, United States Code, is amended by y/gtaVuV.' adding at the end thereof a new subsection as follows: "(e) Time spent in a travel status away from the official duty station of an employee is not hours of work unless the travel (i) involves the performance of work while traveling, (ii) is incident to travel that involves the performance of work while traveling, (iii) is carried out under arduous conditions, or (iv) results from an event which could not be scheduled or controlled administratively.". (c) Subchapter II of chapter 57 of title 5, United States Code, is 80 Stat. 5 0 0. amended— (1) by adding at the end thereof the following new section: § 5733. Expeditious travel "The travel of an employee shall be by the most expeditious means of transportation practicable and shall be commensurate with the nature and purpose of the duties of the employee requiring such travel."; and (2) by inserting after item 5732 in the analysis of such subchapter the following new item: "5733. Expeditious travel.".
(d) Section 5544(a) of title 5, United States Code, is amended by inserting immediately at the end thereof the following new sentence: "Time spent in a travel status away from the official duty station of an employee subject to this subsection is not hours of work unless the travel (i) involves the performance of work while traveling, (ii) is incident to travel that involves the performance of work while traveling (iii) is carried out under arduous conditions, or (iv) results from an event which could not be scheduled or controlled administratively.".

SEC. 223. (a) Subchapter IV of chapter 53 of title 5, United States Code, is amended by adding at the end thereof the following new section:
- "§ 5345. Position classification appeals
"On application, made in accordance with regulations prescribed by the Civil Service Commission^ by an employee subject to section 5341(a) of this title for the review of the action of an employing agency in classifying his position for pay purposes, the Commission shall— "(1) ascertain currently the facts as to the duties, responsibilities, and qualification requirements of the position;
