Grants and payments for the next succeeding fiscal year: For making, after March 31 of the current fiscal year, grants and payments under part, G of title VII and part I) of title VIII of the Act for the ^i"sf quai"ter of the next succeeding fiscal year, such sums as may be uecessary, and the obligations incurred and expenditures made hereunder shall be charged to the appropriation for that purpose for such fiscal year: Provided.
