Public Law 90-588 AN ACT
To provide additional leave of absence for Federal employees in connection with the funerals of their immediate relatives who died as a result of wounds, disease, or injury incurred while serving as a member of the Armed Forces ill a combat zone; and to provide additional leave for Federal employees called to duty as members of the National Guard or Armed Forces Reserves.

Absence in connection with funerals of immediate si Stat. 67i relatives in the Armed Forces 63^25"^*^ ^^^^ " (a) A n employee of a n executive agency o r a n i n d i v i d u a l employed by the jfoverimient of the District of Columbia is entitled to not more than t h r e e d a y s of leave w i t h o u t loss of, or reduction in, p a y, leave to which he is otherwise entitled, credit for time or service, or performance or efficiency rating, to make arrangements for, or attend the funeral of, or memorial service for, an immediate relative who died as a result of wounds, disease, or injury incurred while serving as a member of the Amied Forces in a combat zone (as determined by the President in accordance with section 112 of the Internal Revenue Code).

"(b) The Civil Service Commission is authorized to issue regula- 26 USC 112. ]ations for the administration of this section. Regulations. "(c) This section shall not be considered as affecting the authority of an Executive agency, except to the extent and under the conditions covered under this section, to grant administrative leave excusing an employee from work when it is in the public interest.". (D) The table of contents of chapter 63 of title 5, United States Code, is amended by inserting the following new item immediately below item 6325: "6326. Absence in connection with funerals of immediate relatives In the Armed Forces.". SEC. 2. (a) Section 6328 of title 5, United States Code, is amended Military leave. by adding at the end thereof the following new subsections: "(c) Eixcept as provided by section 5519 of this title, an employee ^°^ P ^^S^. as defined by section 2105 of this title (except a substitute employee in ^° ^'^*- '^othe postal field service) or an individual employed by the government of the District of Columbia, permanent or temporary indefinite, who— " (1) is a member of a Reserve component of the Armed Forces, as described in section 261 of title 10, or the Xational Guard, as ^^^^ s*^*- ^°' described in section 101 of title 32; and "(2) performs, for the purpose of providing military aid to enforce the law— " (A) Federal service under section 331, 332, 333, 3500, or 8500 of title 10, or other provision of law, as applicable, or " (B) full-time military service for his State, the District of Columbia, the Commonwealth of Puerto Rico, the Canal Zone, or a territory of the United States; is entitled, during and because of such service, to leave without loss of, or reduction in, pay, leave to which he otherwise is entitled, credit for time or service, or jjerformance or efficiency rating. Leave granted by Limitation. this subsection shall not exceed 22 workdays in a calendar year. " (d) Except as provided in section 5519 of this title, a substitute employee in the postal field service who— " (1) is a member of a Reserve component of the Armed Forces,
