Private Law 90-304 AN ACT For the relief of J a m e s M. Yates.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That James M. Yates of Saint Louis, Missouri, a member of the United States Army, is hereby relieved of all liability to refund the United States the sum of $238.50, representing the amount of certain overpayments of compensation made to the said James M. Yates in the commutation of subsistence during his training under the Reserve Officers Training Corps program. In the audit and settlement of the accounts of any certifying and disbursing officer of the United States full credit shall be given for the amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to James M. Yates, Saint Louis, Missouri, the sum certified to the Secretary of the Treasury by the Secretary of the Army as the sum of amounts paid to the United States by the said James M. Yates, or withheld from amounts otherwise due him from the United States, by reason of the liability referred to in the first section of this Act. No part of the amount appropriated in this section shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved July 26, 1968.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Henry Gibson "^"'•y Gibson, is hereby relieved of liability to the United States in the amount of $1,993.33, the amount of net overpayments of basic pay from July 1, 1949, to June 30, 1962, inclusive, resulting from an account recomputation based on an erroneous statement of service. SEC. 2. The Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Henry Gibson, an amount equal to the aggregate of the amounts paid by him, or withheld from sums otherwise due him, in complete or partial satisfaction of the liability to the United States specified in the first section. No part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved July 26, 1968.
