for the Humanities for support of activities in the humanities pursuant to section 7(c) of the Act; and $1,400,000 shall be available for administering the provisions of the Act: Prcyvided^ That in addition, there is appropriated in accordance with the authorization contained in section 11(b) of the Act, to remain available until expended, amounts equal to the total amounts of gifts, bequests, and devises of money, and other property received by each Endowment during the current fiscal year, under the provisions of section 10(a)(2) of the Act, but not to exceed a total of $1,000,000: Provided further, That not to exceed 3 percent of the funds appropriated to the National Endowment for the Arts for the purposes of sections 5(c), 5 (h) and functions under Public Law 88579 and not to exceed 3 percent of the funds appropriated to the National Endowment for the Humanities for the purposes of section 7(c) shall be available for program development and evaluation.
