For necessary expenses in performing the duties of the Commission as authorized by law, including uniforms or allowances therefor, as authoHzed by law (5 U.S.C. 5901-5902); not to exceed $41,000 for land and structures; not to exceed $11,000 for improvement and care of grounds and repairs to buildings; not to exceed $500 for official reception and representation expenses; special counsel fees; services a^g authorized by 5 U.S.C. 3109; and purchase of one passenger motor vehicle for replacement only, $19,750,000.
