For necessary expenses, not otherwise provided for, including research, development, operations, services, minor construction, supplies, materials, equipment; maintenance, repair, and alteration of real and personal property; and purchase, hire, maintenance, and operation of other than administrative aircraft necessary for the conduct and support of aeronautical and.space research and development activities of the National Aeronautics and Space Administration, $3,370,300,000, to remain available until expended. For advance planning, design, and construction of facilities for the National Aeronautics and Space Administration, and for the acquisition or condemnation of real property, as authorized by law, $21,800,000, to remain available until expended. ADMINISTRATIVE OPERATIONS
