(a) There are authorized to be appropriated $16(),()()(),(H)() for the fiscal year ending June 30, 1970, $200,000,000 for the fiscal year ending June 30, 1971, and $225,000,000 for each of the fiscal years ending June 30, 1972, and June 30, 1973, for the purposes of this title. "(b) There are further authorized to be appropriated for each such fiscal year such sums, not to exceed 5 per centum of the amount appropriated pursuant to subsection (a) for such year, as may be necessary to pay the cost of the administration and development of State plans, and other activities required pursuant to this title." SEC. 401. (a) Title IV of the Elementary and Secondary Education Amendments of 19(i7 is amended in the following respects: (1) The heading of such title is amended to read as follows:

" TITLE IV — C E N E R A L PROVISIONS CONCERNING EDCCWTION. (2) Section 401 of such title is amended— (A) by adding at the end of the caption head "; DEFiNrnoNs; AppROPRiAiTONS; S H O R TITLE ", and

(B) by inserting " (a) " after "SEC. 401. and adding at the end thereof the following new subsections: "(b) For the purposes of this title, the term— " (1) 'Commissioner* means the (Commissioner of Education; " (2) 'Secretary' means the Secretary of Health, PMucation, and "Welfare; and "(3) 'applicable program' means a program to which this title is applicable.
