Making appropriations for the Departments of Labor, and Health, Education, and Welfare, and related agencies, for the fiscal year ending June 30, 1971, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following LaboranTHe^aUh sums are appropriated, out of any money in the Treasury not other- Education, and wise appropriated, for the Departments of Labor, and Health, Edu- ^^^^^^ "^^^7°^"^" cation, and Welfare, and related agencies, for the fiscal year ending June 30, 1971, and for other purposes, namely: TITLE I—DEPARTMENT OF LABOR MANPOWER ADMINISTRATION MANPOWER TRAINING ACTIVITIES

For expenses, not otherwise provided for, necessary to carry into effect the Manpower Development and Training Act of 1962, as 42 y'^c'2^5^71 amended, and title I, parts A. B and E of the Economic Opportunity note. Act of 1964, as amended, $1,504,794,000: Pwv2Wefi?, That the amount ^ si Stat. 672; of $744,694,000 appropriated herein for the Manpower Development ^^a^usc 2V11, and Training Act of 1962, as amended, shall remain available until 2737, 2769. June 30, 1972: Provided further, That the amounts appropriated herein for title II, parts A and B of the Manpower Development and Training Act of 1962, as amended, for expenses of programs authorized 260^1.^^^ ^^^^' under the provisions of subsection 123(a)(5) and (8) of the Economic Opportunity Act of 1964, as amended, shall not be subject to ^^ ^^^ ^^^^ the apportionment of benefits provisions of section 301 of the Manpower Development and Training Act: Provided further, That this 82'^stft!'*i35*4. appropriation shall not be available for contracts made under 42 USC 261*1. title I of the Economic Opportunity Act extending for more than twenty-four months: Provided further, That all grants agreements shall provide that the General Accounting Office shall have access to the records of the grantee which bear exclusively upon the Federal grant: Provided further. That this appropriation shall be available for the purchase and hire of passenger motor vehicles, and for construction, alteration, and repair of buildings and other facilities, as authorized by section 602 of the Economic Opportunity Act of '^^^^ si\^gTi^^ and for the purchase of real property for training centers. 42 USC 2942. ADMINISTRATION, SALARIES AND

EXPENSES

For necessary expenses for the Manpower Administration, $42,165,000, to remain available until June 30, 1972; together with not to exceed $16,835,000 which may be expended from the Employment Security Administration account in the Unemployment Trust Fund, and of which $2,184,000 shall be for carrying into effect the provisions of title IV (except section 602) of the Servicemen's Readjustment Act of 1944.
