For necessary expenses for the Federal Communications Commission, as authorized by law, including uniforms or allowances therefor, ^s authorized by law (5 U.S.C. 5901-5902); not to exceed $125,000 for land and structures; not to exceed $15,000 for improvement arid care of grounds and repairs to buildings; not to exceed $500 for official reception and representation expenses; special counsel fees; and services as authorized by 5 U.S.C. 3109; $31,454,000: Provided, That not to exceed $500,000 of the foregoing amount shall remain available until June 30, 1973, for research and policy studies.
