"SEC. 604. If the Secretary, after reasonable notice and opportunity for hearing to the State agency administering or supervising the administration of the State plan approved under this title, finds— "(1) that the plan no longer complies with the provisions of section 602; or "(2) that in the administration of the plan there is a failure to comply substantially with any such provision," the Secretary shall notify such State agency that further payments will not be made to the State (or, in his discretion, that payments will be limited to categories under or parts of the State plan not affected by such failure), until the Secretary is satisfied that there will no longer be any such failure to comply. Until he is so satisfied he shall make no further payments to such State (or shall limit payments to categories under or parts of the State plan not affected by such failure). "DEFINITION

"SEC. 605. For purposes of this title, the term 'services to the aged, blind, or disabled' means services (including but not limited to the services referred to in section 603(a)(1)(A) and (B)) provided for or on behalf of needy individuals who are 65 years of age or older or are blind, or are disabled." SEC. 303. (a) Effective January 1, 1974, titles I, X, and X IV of the Social Security Act are repealed. (b) The amendments made by sections 301 and 302 and the repeals made by subsection (a) shall not be applicable in the case of Puerto Rico, Guam, and the Virgin Islands. (c) Section 9 of the Act of April 19, 1950, is repealed effective January 1, 1974. SEC. 305. (a) Section 201(g)(1)(A) of the Social Security Act is amended— (1) by striking out "this title and title X VIII " wherever it appears and inserting in lieu thereof "this title, title X VI, and title X VIII "; (2) by striking out "costs which should be borne by each of the Trust Funds/' and inserting in lieu thereof "costs which should be borne by each of the Trust Funds and (with respect to title X VI) by the general revenues of the United States"; and (3) by striking out "in order to assure that each of the Trust Funds bears" and inserting in lieu thereof "in order to assure that (after appropriations made pursuant to section 1601, and repayment to the Trust Funds from amounts so appropriated)
