the boundary of the site, and he may construct roadways on the lands so acquired and convey the same, subject to such terms and conditions as he deems necessary, to the State of Hawaii or its appropriate political subdivision. Any relocation of State and county roads shall be undertaken in accordance with an ag^reement between the Secretary and the State or county concerned, which shall provide, among other thina:s, for the continued maintenance of the relocated portions of road by such State or county. SEC. 4. There are authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act not to exceed, however, $1,040,600 (May 1971 prices) for development, plus or minus .such amounts, if any, as may be justified by reason of ordinary fluctuations in construction costs as indicated by engineering cost indexes appli<^able to the types of construction involved herein.
