Funds contained in the Supplemental Appropriation Act, 1973 (Public Law 92-607) for grants under section 103 of the Rehabilitation Act of 1972 shall be available for grants under section 2 of the Vocational Eehabilitation Act: Provided, That such funds made available for grants under section 2 shall not exceed $590,000,000 and that allotments to States under such section shall not, in the aggregate, exceed $600,000,000: Provided further, That the $5,000,000 contained in such Supplemental Appropriation Act, 1973 (Public Law 92-607) for the construction of the National Center for Deaf/Blind Youths and Adults, as authorized by said Vocational Rehabilitation Act, shall remain available until expended.
