For an additional amount for "Representation by Court-Appointed Counsel and Operation of Defender Organizations", $2,972,000, of which not to exceed $1,500,000 shall be available for the liquidation of obligations incurred in prior years: Provided, That not to exceed $471,000 of the funds contained herein shall be available for the compensation and reimbursement of expenses of attorneys appointed by ]udges of the District of Columbia Court of Appeals or by judges of the Superior Court of the District of Columbia.
