available, shall reimburse the Department for the salary and allowances of each such officer or employee for the period the officer or employee is so detailed, assigned, or otherwise made available. However, if the Department of State has an agreernent with an Executive agency or agencies providing for the detailing, assigning, or otherwise making available, of substantially the same numbers of officers and employees betw-een the Department and the i^xecutive agency or agencies, and such numbers with respect to a fiscal year are so detailed, assigned, or otherwise made available, or if the period for which the officer or employee is so detailed, assigned, or otherwise made available does not exceed ninety days, no reimbursement shall be required to be made under this section. (b) For purposes of this section, "Executive agency'" has the same meaning given that term by section 105 of title 5, United States Code.

SEC. 12. Section 5924(4)(A) of title 5, United States Code, is amended by inserting immediately before "elementary" the following: "kindergarten,".

S E C 13. Notwithstanding any other provision of law. on or after August 15, 1973, no funds heretofore or hereafter appropriated may be obligated or expended to finance the involvement of United States military forces in hostilities in or over or from off the shores of North Vietnam, South Vietnam, Laos, or Cambodia, unless specifically authorized hereafter by the Congress. Notwithstanding any other provision of law, upon enactment of this Act, no funds heretofore or hereafter appropriated may be obligated or expended for the purpose of providing assistance of any kind, directly or indirectly, to or on behalf of North Vietnam, unless specifically authorized hereafter by the Congress. SEC. 14. No appropriation made available under this Act shall be used— 'H7;iv! (1) for publicity or propaganda purposes designed to support or defeat legislation pending before Congress; or (2) to influence in any way the outcome of a political election. S E C 15. The United Nations Participation Act of 1945 (22 r \ S. C. 287) is further amended by adding the following new section at the end thereof: . ' " S E C 9. The President may, under such regulations as he shall prescribe, and notwithstanding section 3648 of the Revised Statutes (31 U.S.C. 529) and section 5536 of title 5, United States Code— "(1) grant any employee of the staff of the United States Mission to the United Nations designated by the Secretary of State who is required because of important representational responsibilities to live in the extraordinarily high-rent area immediately surrounding the headquarters of the United Nations in New York, ' New York, an allowance to compensate for the portion of expenses ^ necessarily incurred by the employee for quarters and utilities
